27 May 2011 PRESIDENT Rupiah Banda has commissioned the US$98 million Society House re-development and Central Arcade development project in Lusaka and expressed confidence that it will silence critics as it will change the face of the capital city. Mr Banda said in Lusaka yesterday the National Pension Scheme Authority (NAPSA) and Zambia National Building Society (ZNBS) deal had made him proud because it would herald a comprehensive facelift to the central business district through the five-star office block and a car-park that would accommodate 1,068 motor vehicles

THE commissioning of Society House redevelopment has set in motion another positive addition to the ambitious infrastructure development programme the Government has embarked on.

This particular project is a starting point in the quest to redesign the central business district of Lusaka whose activities have increased tremendously over the years.

The decision to execute the project under the public private partnership is the most appropriate and makes more economic sense because it is too massive to be handled single-handedly.

Therefore, the partnership between NAPSA and ZNBS on one hand and the Zambezi Consortium on the other will see the project concluded within the stipulated 30 months.

The business partnership involving two parastatal firms is, therefore, a genuine one whose terms are already in the public domain.

One of them is that NAPSA will be involved in the management of the property for 20 years after which period the parastatal will have recouped its investment with a reasonable return.

This concept has been applied in many other countries including emerging and developed economies.

The Government has been consistent in developing infrastructure in the health, education, roads and other sectors.

This is the reason why President Rupiah Banda spoke with aplomb during commissioning of Society House redevelopment in Lusaka yesterday.

As he observed, change is sometimes met with resistance.

It is, however, clear that critics of this project are deliberately distorting the facts to portray the Government in negative light.

This malicious crusade will not work!
